Ohio Co. theme park held up by permit issues

It’s been three years since Cabela’s opened up its doors in Ohio County. The store anchors the Highlands retail development; several more stores and restaurants are under construction. A theme park is also planned, but the Army Corps of Engineers has stopped part of the construction because it was done without a permit, and local officials are frustrated by the delays.
