Session ends without teacher pensions resolved

The governor, the House, and the Senate all came up with different sets of rules for teachers pension transfers. Gov. Manchin ended debate on that issue the last day of the session by urging lawmakers to wait until a special session this week to reach a compromise. Manchin gives his take on the issue.
