The West Virginia Department of Health and Human Resources web site has a page that features 81 children available for adoption.  Most of the children listed are of elementary and high school age.  All are in the state foster care system.  The organization Mission West Virginia is working to make the public more aware of the need for foster and adoptive parents for these children through a special exhibit that travels the state.
