New IGCC coal plant waits on carbon controls

Last week, the state Public Service Commission approved American Electric Power’s plan to build a clean coal plant in Mason Co. Dana Waldo, president of AEP subsidiary Appalachian Power, talks about the new plant, why Appalachian Power decided to wait on carbon controls there, and how the federal government plays into decisions about transmission line construction.
